Because of the high altitude of the Kumogakure village, a lot of plants aren't able to grow. Tori Garden poses as a solution to the problem. It is a large circular garden surrounded by high concrete walls, creating a small ecosystem for plants to evolve and survive in. Inside this complex, there are quite a few food farms and a park in which any villager may take a walk and enjoy in.
